Trump's Peace Plan for Ukraine (November 2025)


President Trump's peace plan for Ukraine requires Kyiv to give up additional territory in the east, with Crimea, Lugansk, and Donetsk recognized as de facto Russian. The territorial arrangements represent one of the most contentious aspects of the proposal, which has evolved from an initial 28-point plan to a revised framework currently under negotiation.

The proposal calls for Kherson and Zaporozhye to be frozen along the line of contact, effectively recognizing Russian control over occupied areas of these regions. Additionally, Ukrainian forces would withdraw from parts of Donetsk Oblast they currently control, creating a neutral demilitarized buffer zone that would be recognized as Russian territory.

Russia would be required to relinquish other territories it controls outside these five regions, though the specifics remain unclear. The arrangement would formalize Moscow's 2014 annexation of Crimea and legitimize its gains in the Donbas region, which it has occupied since that same year.

Beyond territorial concessions, Ukraine must agree never to join NATO and accept caps on the size of its military. The plan includes provisions for commercial access to the Dnieper River and Black Sea grain transport, prisoner exchanges, and family reunification programs.

As of November 25, 2025, Ukraine has agreed to the "core terms" of the proposal, with some minor details still being negotiated. However, Russia's position remains uncertain. The proposal faces criticism for rewarding Russian aggression and undermining Ukrainian sovereignty, though the Trump administration argues it reflects battlefield realities after nearly four years of devastating conflict. European allies have expressed concerns, particularly regarding the permanent territorial losses and NATO exclusion, which they view as setting dangerous precedents for international law and European security.
